I sent out my 30 day notice to move out by certified mail on Wednesday. I have been having issues with my apartment with flooding and the landlord didn't send a contractor out to look at it for 6 days, so that's why I decided to move. Anyway, the landlord seems to have not gotten the certified return reciept mail because he was either not at home on Thurs, Fri, or Sat or he didn't go to pick up the letter once the postman gave up trying to deliver it. Has anyone ever had this happen? The post office is closed so I can't ask them.
The fact that delivery of the letter was attempted and the LL was notified of it being held at the post office is sufficient. If they chose not to collect the letter and open it and read it, that's their choice. So long as you have your receipt, you have fulfilled your obligation.
I'm not sure, though, how you know that the LL hasn't received it? Is it possible they have, and read it, and have simply chosen not to contact you right away about your move out?

After the inspector left him a message he called me six times in two days. I just let him leave me voicemails, because there isn't a need for me to be involved in this anymore other than for him to give me notice to enter the apartment and that's what finally happened, but I wasn't home. I figure he would have mentioned the letter. I won't know for sure until Tuesday because the post office is closed. I thought I could just text him a reminder in a couple days.

You have done your duty. You can check the status online and can order to get the certified letter back. I did that and never opened it so I can show a judge what was in the certified letter and printed what was online out for my records...also print out you phone records of having tried to contact the LL.

I know more people as a matter of policy refuse to sign for any Certified Return Receipt Mail. As a result, I only use Return Receipt for Government Agencies.
I do use Certificate of Mailing sometimes called Proof of Mailing... it's cheaper and so far has never been questioned.
Just keep your document trail.
