Yes, the plan is called the Morin-Ryan plan or act after the county executive (Lucien Morin) and mayor (Tom Ryan) at the time. I do believe in regional planning/ government, although as I rightie I'm not supposed to. Theoretically it takes the pressure off of the city to promote it's own retail businesses. It's impossible to judge the effectiveness except that Monroe county and metro Rochester have continued to grow and the city of Rochester itself is now showing population growth as well.
