Mother-in-law is 65 so could be a 55+ community but doesn't have to be. What she really wants is a tiny home community but I don't know if that exists at all around here.

I'm not aware of any tiny home communities in our area. I don't believe they are legal, but I believe I've heard talk of changing the building and zoning codes somewhere in the city.
There are plenty of "over 55" communities with detached single family homes in most towns.
Another option might be a double house, or a home with an "in law" apt attached.
