I am in California, and got laid off this summer. I filed for UI, and my benefits are calculated based upon my wages in the quarter ending in June, 2015. However, my wages for the pay-period of June 16-30, were reported/filed by my employer on July 1, 2015 (beginning of next quarter).

As such, for the quarter ending in June, CA EDD records show my wages only till June 15, Unfortunately, this results in a smaller UI benefit, since its being calculated based upon only half of my June wages.

I called CA EDD and reported this discrepancy. They asked me to file an affidavit of wages along with proof of my wages. I filed the affidavit, and sent them pay-stubs showing my total wages for June (including pay-period of June 16-30). Unfortunately, EDD did not correct the problem, and they continue to rely upon the pay-roll data reported by my employer (which does not include pay-roll for June 16-30 in June quarter).

My questions is - does CA EDD determine the UI benefits based upon wages "earned" in a quarter, or based upon when the pay-roll is processed/filed?.

Maybe you should go into the office. I'm pretty sure it's based on hours worked when they were worked - not when you got paid for them.
