I am moving to probably midtown and will need to use off street parking. Besides getting the city permit for parking, how difficult is it to locate parking after work?

Depends on where you live and what time of day you're getting home. Shouldn't have too hard of a time finding a place within a block of where you live or even closer. When I lived in Poverty Ridge neighborhood, parking was never really an issue.

Do you mean "on-street" parking, i.e. a metered space along the street?

If you are using off-street parking (garage or lot), a city permit would do you no good.

Sorry I was not clear. I mean off street residential parking for those renting a place in mid town say 27th and P street or 15th and G for instance. Non-metered off street by the apartment not a garage.

As far as I know, most of the residential parking in midtown is on the street either with or without a meter. A city permit allows you to park in that area without feeding the meter and without time restrictions. Some places have an individual garage, a private garage, or a private lot, but this is the exception rather than the rule.

I think you apply for a city residential permit and they give you a placard to put on the car if I remember correctly years ago when I lived in mid-town sac. Not sure if things changed or not. From what I found just now:
