Correct me if I'm wrong, but doesn't right turn always have right of way at a green traffic light with no protected arrow?

I do a lot of driving in my line of work, but I see this the most at the main post office more than any other place. It's located at the east-west bound intersection of Perrin Central and Perrin Beitel.

For as long as I can remember [been going there at least 15 years], drivers on both sides are always making a left turn crossing over into the opposing traffic. It's so prevalent that I even see people who are making a right turn when the light turns green just sit there and wait for everyone making the left turn in the opposing lanes to finish.

I'm surprised there hasn't been many accidents because of this confusion.
