It depends on where you live, it's easy to look it up for California go here:

https://calstate.aaa.com/search/office

It's kind of common sense that DMV is not going to let third parties administer written or driving tests though, and you can register a car you purchase in California at AAA because they don't require a VIN verification

All registration related transactions, which include transferring titles when buying a vehicle. But nothing related a license.

They all do the basics--regular transfers, yearly registrations. However, some AAA offices can do more difficult transactions and some can't. You'd need to check with the AAA office that you're planning to use to see what their list of services is.

Related technical, I got my CA driver's license in 2007 (renewed and ultimately expired in 2017), but then a different state's license in 2017. Now I need a CA license again - do I need to retake the written test etc??

I've seen it be waived if the person has a prior CA and a current out of state. It will be up to the office at the time of appointment, but vision will always be done.
