We are thinking of buying a new construction home in Poway. However, we are concerned that insurance companies may pull out of the area due to high fire risk. It seems an increasing number of homes are covered primarily by the state's Fair plan. Does anyone know if having this plan makes it harder to sell?

I would think so (being a buyer, I would choose the lesser-risk over the higher risk property).
What this translates to is $$$; I recently saw this very much related post on Nextdoor:

"HOA gave us notice that our community Property Insurance was cancelled, without option for renewal...we have been designated by CAL FIRE as "Very High Fire Hazard Severity Zone" or "VHFHSZ" of wildfire, which is preventing other Insurance Companies to take on the risk to insure our property...Our only option is to take on a new policy (10,000% higher) that will cost the HOA $618,000 per year. Which have increased our HOA fees by $2500 annually per condo."

For reference, here is a webpage with Fire Hazard Severity Zone maps for the entire State (downloadable pdfs, by geographic area)

If you have a choice, find a property NOT in a "Very High Fire Hazard Severity Zone (VHFHSZ)" vs. one in a VHFHSZ.
