I recently got burglary. The burglar is coming from the window. My all 3 windows do not have lock since I move in. I just find out it is illegal. I have picture of window without lock. Also, my next door, he also can proof he has no lock too.

After the burglary, I can not stay in same apt any longer, so I have to move. I asked my manager to pay me deposit and pre rated rent for rest of the rent at that month. She said she has no right to give me the answer. She said she forward the email to landlords, but I have not got any response. Than, I find out it is illegal for give tenant no window lock apt. I also send the manager to request to pay my losses.

Also when I ask to move out, the manager refuse to do move out inspection, she said she is busy. She asked me to put key and police report on the counter. I did. I am not sure has she trash the place or not. Now I feel I am not smart about that.

Do I have right to ask them to pay me those? If they do not response what can I do next?
• Return on my deposit
• Pro-rated check for rent paid between December 19 – December 31, 2008
• Reimbursement for the losses incurred at the time of the burglary
