Nate's Honor Animal Rescue cares for dogs rescued from hoarding situation

The Putnam County Sheriff's Office said nearly 200 dogs have been rescued from a hoarding situation in Putnam County.

Those dogs have been placed at various shelters or rescues across the state, including Nate's Honor Animal Rescue in Bradenton.

Karissa Mayer, a veterinary technician at Nate's Honor Animal Rescue, said the shelter is caring for more than 50 dogs rescued from the hoarding situation.

The animals range in age from 12 weeks old to senior dogs. Many of the dogs have parasites. They also have ear, eye, and dental issues.

Several dogs have more serious conditions like congestive heart failure or cataracts.

"When you're in a house with 200 other dogs, you're not necessarily socialized to people. You don't know how to walk on a leash. Nobody's taking you for a potty walk," said Mayer.

Katherine Swinkels showed up at Nate's Honor Animal Rescue on Monday. She is fostering some of the recent rescues.

She took home a female dog and her four puppies.

"The opportunity to get to help acclimate them to a normal, better life and make sure they're ready to find their forever families is what it's all about—giving them something better," said Swinkels.

Mayer said the rescue has received an overwhelming amount of calls and emails about the dogs. She said the dogs will not be available for adoption for at least a few more weeks.

"They've come in with basic health issues. They need to get healthier, and they need to be spayed and neutered before they can be adopted," she said.

Mayer encourages people to fill out an application to become a foster parent.

Appeals filed in 'Take Care of Maya' case

The verdict in Kowalski v. Johns Hopkins All Children's Hospital is officially on appeal — by both sides.

The Second District Court of Appeal will decide the appeals after briefing and oral argument in the coming months.

A Sarasota County jury awarded Maya Kowalski, her father, Jack Kowalski, and her brother, Kyle Kowalski, compensatory and punitive damages totaling about $261 million in November after a two-month-long trial.

JHACH was found liable on claims of false imprisonment, battery, intentional infliction of emotional distress, medical malpractice and billing fraud arising out of the hospitalization of Maya Kowalski from October 2016 to January 2017 related to a diagnosed case of complex regional pain syndrome.

JHACH had reported suspicions that she was being manipulated by her mother, Beata Kowalski, to the Department of Children and Families, which took custody of the girl under a shelter order.

The jury found that eventually led to the suicide of Beata Kowalski because she believed it was the only way to get Maya released from state custody.

The verdict amount was later reduced by about $47 million by Circuit Judge Hunter Carroll as being outside the range the jury could have considered, and the Kowalskis accepted the reduction.

The parties agreed to a $50 million bond to serve as security for payment of the judgment if JHACH loses the appeal, and to a stay of execution of collection until the appeal is resolved.

The Second DCA could send the case back to Carroll with directions for further proceedings, or overturn the verdict if it finds errors of law, resulting in a new trial.

Carroll reserved jurisdiction to determine the Kowalskis' entitlement to attorney's fees, though he has deferred consideration of their motion for fees and costs until after the matter has gone through mediation. That's scheduled for April 15 and 17.

In Florida, attorney's fees are generally recoverable by the prevailing party in a lawsuit only if a statute or contract provision provides for them.

Traffic? Environment? Safety? Manatee County asks for local feedback in new survey

A new survey asks Manatee County residents to rate how well local government is doing in key areas like reducing traffic, protecting the environment and promoting safety.

It also asks for opinions on some hot-button issues, including how fast the county is growing.

Other subjects in the 10-question survey include how often residents use county parks and libraries and how satisfied they are with trash service, transit, utilities and water quality.

The survey is anonymous. Respondents are only asked to provide an age range and their general area of residence within Manatee County by clicking on a map.

Fix proposed to reduce home insurance premiums

As homeowners face rising insurance costs, two South Florida political leaders have an idea to fix it.

Why it matters: A proposal from U.S. Rep. Jared Moskowitz (D-Coral Springs) and Broward County Commissioner Joe Geller would promise to cut the cost of property insurance by 25%, the South Florida Sun Sentinel reports.

The Sentinel reported that the typical Florida home costs about $6,000 to insure — three times the national average, according to the Insurance Information Institute.

What's inside: The plan, outlined in a bill Moskowitz filed last May, aims to lower the amount of reinsurance that insurers have to buy.

Currently, insurers need enough coverage to be ready for a once-in-a-130-year storm. The legislation would lower that to a once-in-a-50-year storm.

If such a storm occurred, the federal government would cover the excess damage and Florida would pay the feds back with a special assessment on homeowners, the Sentinel reports.

Geller said since once-in-a-50-year storms are rare, that kind of assessment wouldn't happen often.

Reality check: The bill hasn't moved in Congress at all and has no Senate counterpart.

Hugh Culverhouse Jr. offers to fund 211 helpline after Sarasota County cuts funds

Sarasota County developer and attorney Hugh Culverhouse Jr. offered to fund 211 helpline services at $109,000 for up to two years, Sarasota County Commissioner Mark Smith announced at a Tuesday meeting.

Commissioner Neil Rainford questioned why the county should be involved at this point and asked why Culverhouse wouldn’t deal directly with United Way Suncoast. The commissioner also made clear that he didn’t want the county involved with a nonprofit that may refer residents to Planned Parenthood.

However, a motion passed 4-1 for county officials to coordinate with Culverhouse, with Rainford in dissent.

After the county commission cut funding to various nonprofit social services in 2023, United Way Suncoast told officials in February that it would be forced to discontinue 211 helpline access in Sarasota County.

The commission’s advisory council had recommended a slight increase in the line’s funding – a little more than $109,000. The commission declined their guidance and cut funding to zero.

The 211 helpline is staffed 24/7 with professionals to refer callers to nonprofits and agencies for needs such as bill payments, food insecurity, homelessness, tax preparation and medical services.

Although Smith said he strongly felt the 211 helpline needed to continue to be funded, Commissioners Mike Moran and Joe Neunder criticized United Way Suncoast.

“Don’t plan your budget on reoccurring taxpayer county dollars,” Neunder said. “It’s bad business.”

Discounting that the county has supported 211 for two decades, the commissioner said the county’s situation is “too fluid” for nonprofits to expect indefinite government funding.

“We don’t have the ability to feed everybody all the time,” Neunder said.

Moran said that the county no longer needed to be involved. The commissioner also claimed that United Way Suncoast had $45 million in cash and securities and should be able to fund the hotline themselves.

“I would argue this clearly has nothing to do with $109,000,” Moran said. Why are they asking the Sarasota County taxpayers to carry this cost?

211 assisted almost 12,000 callers in Sarasota County in 2023. In the past, Manatee and Sarasota counties each contributed approximately 30% of the cost of running the program, while United Way Suncoast covered the rest.

Moran expressed interest in having United Way Suncoast representatives answer questions to the county commission at an upcoming meeting.
