What is the point of building a station on which people can not be? this is strange.

The point of the station is to:

1. Learn how to work and live safely long-term outside the confines of Earth's magnetic field;
2. Use it as a staging area for other destinations, such as the Moon, and beyond;
3. Stay tuned.

It would make sense to build a space station that can be used to assemble space ships that will go to MARS and other places and come back to dock with that space station. That way they don't have to go through the Earth's atmospheric reentry and can hopefully carry less fuel and insulation. Is that the plan?
