Wifi Speed Issues with iPad (modem, laptop, connect, Internet)

I own an iPad, iPhone, and PC and seem to be having issues with connection speeds on my iPad. When I run a speed test on the iPhone and PC I'm consistently getting 15+ Mbps but on the iPad I'm only getting 2-5 Mbps.
I've gone through the steps of resetting the modem, device, etc. but it hasn't solved the problem. Anyone have a suggestion for how I can fix this? I've been having the problem for about 2 months now.
I just tried my computer and my IPad Air to see if there was a difference. On the computer, I got 89 mbps (download). On the Ipad, only 28 mbps (download). So for whatever reason, the Ipad is slower.
Also, you may want to clear the iPad's cache as follows: double-click the Home button, and with your index or another finger swipe all the open windows you see on the screen (move the window out of the screen by swiping it with your finger toward the top and out of the screen.

According to what you've written, it sounds as though you haven't done anything to the iPad.
Is this true? If you have Apple Care and are still under coverage, call Apple Tech Support! They are the best help. They will give many points of help even if you are out of the warrantee time, and will clearly tell you if and when there will be a charge. In the past I've gotten major help for an old iMac, and it cost only $19.95 and they stayed with me until the problem was solved. It took 2-3 phone calls. Once you are assigned a case number, there will be just that one fee until the problem is solved. APPLE Support is great!
So that's what I'd do first.
The following is what I've learned and experienced over the years, so perhaps it might be helpful.
First of all, is your iPad up to date on the OS? If you're working with an old iOS, this could be part of the problem. So first make sure you're working with the latest iOS, which is 9.2.1, at least it is on my iPad Air.
Have you done a force-quit on your iPad? I think this is equal to powering off the iPad, and then restarting.
If this doesn't improve performance, the next thing to check is if you need to do a Reset of the iPad. Settings --> General --> Reset
But first, back up your iPad content, then proceed with Reset All Content and Settings. Then choose the option in iTunes where you can restart and repopulate with all your information.

Also delete all the history in Safari.
I found that first link, and I was getting ready to try it when some doofus crashed their car into an electrical box down our street and knocked out power and Internet.
Got my internet access back! The changes on that link did not make my ipad any faster than before. 28 down/ 12 up. The computer got well over 100 down and 15 up yesterday.
There are a couple of potential reasons - the band and the range. 802.11 could be a, b, c, g, n, etc.
What band is the iPad using to connect to the router? What brand router do you have?
