Memphis is more urban, in my experience. Mostly because it's just a larger city in general, and had the luck to grow quite early in its history, back when traditional neighborhoods (e.g., Cooper-Young, Soulsville) developed naturally.

Also, the core of the city feels more dense, to me. Downtown Chattanooga is quite nice -- I actually greatly enjoy it every time I go -- but downtown Memphis feels larger, denser, and more well connected.

I'm not really sure its fair to compare a city of 173,000 to a city of 654,000.

And the Chattanooga MSA is 500,000, while the Memphis is 1.3 million or thereabouts. Pretty unequal comparison.

By that logic, Jacksonville Florida is more urban than Savannah Georgia.

The only way this could be a comparison is if you are comparing the percentages of urban/suburban development for the entire metro areas....which Memphis likely still wins.

If you're talking straight up urban areas, Memphis wins by a lot. Memphis beats most cities in the Southeast in that category.

I've never seen downtown Memphis, but Chattanooga's downtown is vibrant. A nearby "art district", very walkable, rental bike stands everywhere, free electric shuttles, lots of stores and restaurants (both chain and locally-owned) open at night and on weekends. There are apartments and condos in the area. UT-Chattanooga is nearby.

Oh, and no question, Memphis is more urban. Because of all the natural barriers (mountains, rivers, ridges) Chattanooga is quite spread out.
