Do counties in Texas require building permits? Smith or Marion Co. to be specific. What about in city limits?

I know the government in Marion Co. is pretty limited. We've built sheds and outbuildings (garage/storage) at our lake house and the neighbors doubled the size of their house all with no permits. I don't recall getting a permit when we enlarged our house either, but that was done years ago. Just check with the folks at the courthouse in Jefferson, they are pretty straight forward.
