Because it doesn't make any sense. Toronto clearly needs more mass rail transit... whether that is subways or above-ground light rail... why do they always lower any conversation about it to "a war on the car"... a transport method that has resulted in mass congestion and huge commute times in their city?
The reason they talk about a "war on the car" is because prior administrations have tried very hard to ban all cars from Toronto proper.
Personally, I think Ford had it right when he talked about banning streetcars (at least on weekdays), but he lost me when he was jumping up and down screaming for support for more subway lines. Both the city and the Province are broke, for god's sake. Where does this fool think he'll find funding for more subways?

They tried to ban *all* cars? That seems silly. I don't know why anyone can't support elevated light rail. It's cheaper than subways to built (though more expensive to maintain, for sure).
Surely it's better than sitting on the 401 for hours on end.
It's not elevated light rail. It's glorified streetcars, is what it is.
The trouble with this is Toronto's climate--we live in a cold climate. Much better to have subways than streetcars, where everybody has to stand out in the cold, sleet, wind, rain to wait for trains.
Problem with the Ford brothers, is they are fixated on the Sheppard subway extension. Which is just plain stupid--it's the least needed line in Toronto. What we need first is relief lines, alternative ways to get downtown from the suburbs, from east, west and north. Any more extensions of existing lines doesn't work--they are at or past capacity.
