At a hotel that offers the absolute premium of all services, what would be the right hotel response to a customer who called the front desk to request housekeeping to change the sheets....then left hotel and forgot to remove the "Do not disturb" sign?
Call the room, leaving a message on the phone stating that someone was dispatched to the room, but did not change the sheets because of the "DND" sign, and that they would be happy to send someone up once the customer is ready for them. Or alternately, slip a note under the door.

This, only to emphasis that you aren't actually calling the room, but rather only leaving a message on the voice mail.
I don't care how many stars the hotel has, if the sign on the door says DND then that's what it means, no one needs to come into the home. The contradiction in what you want sheets changed or DND isn't the hotels fault. I don't know of any staff member that would enter a room with a DND on the door. IMHO

A hotel that "offers the absolute premium of all services" has a dedicated butler for each room who is on call 24/7 so that would not be an issue. He/she knows how many people are in the room at all times.
At least, that has been my experience with hotels that "offer the absolute premium of all services."
Yes, they do change shifts, but if I call to have my sheets changed, the person answering knows when it is OK to enter the room, regardless of the light (sign).
I would throw the DnD card away and then change the sheets, providing that the bed wasn't occupied.
