98 between Pensacola and FWB is almost entirely suburban sprawl and traffic lights with occasional glimpses of the Intracoastal. No tolls that stretch of road. Its slightly faster and likely more stressful than just going I-10 all the way to the Crestview/Niceville exit and going south on 85 to Ft. Walton Beach. If you've got a little time and don't mind a modest toll, take the 98 route, then go the toll bridge to Pensacola Beach and follow the main beach road eastward to Navarre Beach before rejoining 98.
Favorite fish spot- Stewby's in a rather ordinary area on Racetrack Road in FWB. Also lots of good Thai restaurants around town.

Definitely do the above if you have time, or make time for it for it'll be worth it! Once you drive pass Pensacola beach and the rows of beachfront condos disappear behind you, you will drive through Pensacola Gulf Islands Scenic Drive with nothing but Gulf of Mexico on one side and Pensacola Bay on the other side and pristine sugar white sands around you. It's a protected stretch with shore birds sanctuary all the way to Navarre beach. Some 7 -mile stretch of emerald green water heaven if you ask me. There are stops and public restrooms along the way, and plenty of photo ops you won't find anywhere else. Highly, highly recommend.
As far as where to eat, I kinda like Shrimp Basket, it's very affordable and I love their fresh raw oysters. You'll pass one after you complete your scenic drive, not long after you go back to 98.
