My vote goes to the Lone Wolves. Their operations are so top-secret, filled with paranoia, that they wouldn't even reveal their plans to their dog or cat.

Lone wolves...

extremely unpredictable. Might exhibit mental health problems...could be unstable. Likely understand they might be killed in interaction with police, so might act out of desperation. Could have planned crimes and interaction with police for ages and be highly armed with multiple weapons.

The 64YO Lone Wolf who shot 600 people here in Las Vegas, from a hotel room, last October is a good example of that!

The police lay awake at night thinking: When, where will it happen next?

Police as in local police, or as in FBI?

I certainly think the FBI worries more about lone wolves. Because at the end of the day, the responsibility and blame usually comes back on them.

Your local cops? I'd say the mob worries them more. While the single shooter will likely cause some damage.. Much easier for them to take out.

Think back on that bank robbery in CA in the 90's or so, where it was like 5 guys all in body armor..

The bank robbery in CA that you are referring to I assume (North Hollywood in 1997) was only 2 guys.

The number of perps doesn't matter, you simply call for a larger police response. For a mob of bad guys you get a mob of police.
"Scare" is not a proper term, if a police officer is scared of his job he should not be a police officer. His job is not considered dangerous anyways when looking at statistics, taken as a whole with other jobs such as construction workers, convenience store workers, taxi drivers, etc.
Anyways - a better question are what situations are most dangerous for police to respond to as a "first responder" - I am told these are domestic violence calls.
