Is there a reward?

Kidding. Kidding.

I probably would tell if it were a friend. The real question is: what if it were a family member? Would you rat out your child?

Really?

How does "solving crimes" keep anyone "safe"?

Wrong - you were socially conditioned in kindergarten to act in a certain manner according to the dictums of your programmer - the government.

The purpose of kindergarten is to strip away your individuality so that you are trained to act for the benefit of a larger social order.

Potentially it could be against the law, although it's a bit hazy...but if a DA is pissed enough that a murder case is being hindered while someone else has information he may bring charges of...obstruction of justice...accessory after the fact...spoliation of evidence.
And thus...

[MOD CUT/off topic]

The only reason why Harrier would be sent to a prison is because the republic is allowing itself to slip into tyranny.

You have likely done at least two things today that would send you to prison and will likely commit another felony before midnight without even knowing it.

The Average American Commits Three Felonies A day

Shall Harrier "tell"?

No, he'd probably get checked out mentally. If he proved able to live with other prisoners they'd probably leave him alone if he does that in person.
