Everyone knows, at least where I come from, that parking lots are a sign of a lack of development. Where there are empty lots, put a parking lot. They are unattractive and a blight. Parking garages(above ground, as the base to a high-rise, or below ground) is the suitable solution in THRIVING cities where people understand that empty lots are not preferable.

San Francisco is west of the Mississippi. Hard to get a good shot of all the row houses with the hills.
