Maybe around 1986 with the Expo and Skytrain? I think that's about the time Vancouver started to become multicultural as well.

I've seen videos of the city from the '70s and it looks almost unrecognizable!

The skytrain certainly changed it for sure. However, yaletown is the biggest change.
I look at pictures of Yaletown from the 80's and it's not even the same palce. Heck, I remember living here in the 90's and it's not even the same place. It's changed drastically culturally as well. It just feels more bland now, that's for sure.

I think Vancouver was just transitioning from a lumber industrial to a seaport based economy, before Hong Kong investment changed Vancouver into the most expensive housing city and Pacific economic hub in Canada.
