It really depends on their age, but to be honest, the DS is the more popular system, by far.
No, it's not as powerful, but it's got more games and it's less expensive. Plus, the only people who really care about the PSP are people who want to do homebrew ROMs and the such.
Not too mention, the PSP is pretty fragile, where as I have seen DS take a serious beating, you drop that PSP and you better hope for a cracked screen, and not a total brick (which Sony may not replace).
However PSP has a better adult gaming library, where as DS has the kids gaming on lock
Myself, the PSP has more titles that appeal to my tastes. I also love the system itself better. More functionality, better looking, etc.
I also hate the touch screen of the DS.

Not particuarly. Neither mine nor my wife's PSP are hacked. And my wife's PSP (which is a limited edition Star Ocean PSP) will never be touched by a homebrew program.
Don't get me wrong, there are a few games on the PSP that I like, such as Loco Roco, Patapon and the new Metal Gear Solid: Peace Walker.
But on the whole, I just don't see a whole lot there that I'm interested in.
I got the original DS (the fatty) on the launch day. I passed on the DS Lite, but got the DSi the day it launched.
I'm not a Nintendo fanboy, just a huge Nintendo fan. I think the quality of the games on the DS are just consistently better. Granted... there's a lot of crap on there, too.
The OP mentioned this is for her kids, so I would definitely go for a DS. My son (7yo) just inherited an old DS from a relative, he has definitely been hooked. There are lots of titles that he loves, plus I think most kids his age have the DS so they can play with/against each other.
Thank you all very much! My kids will be 5 and 6.5 as of Christmas holidays. They have been playing PS2 for over a year, so they are not too new to the gaming world. So the majority is inclined for DS. Great.
However, having just bought an iPhone, there are a lot of gaming apps that run from $1 to $10. That is a fraction of the cost of a DS game and you don't need a cartridge, either.
