That's between 5100 and 9000 new students in the school system (depends on how they're counted), 10,000 more cars on the road, and whatever the additional load on the power grid.

I think you can presume fewer than 2 cars per household with many commuting via metro

No you can't. This isn't going to be anywhere near "walkable" so you have cars for every time other than work. People have to get to Metro somehow and those in the suburbs drive.

Actually when you estimate cars for planning purposes your number is higher (2.3) than it is for kids in the school system (1.2).

what's the problem? shouldn't take longer than 1.5 hrs to drive from Crofton to Waldorf along 3/301 by then.

Said it years ago, SoMd got screwed on mass transit infrastructure (compare it to NoVa) and they'll be a heavy price to pay for many years to come.

You add that many homes it will take 1.5 hours to drive from Bowie to Crofton!
