Which agency could a car with l.p. 1000DC belong? (license plate, activity)

I noticed a car with license plate 1000DC on the streets of my state/city, which driver/passengers were involved in something illegal. Before reporting it, I'd like to know the scope of possible retaliation. Can anybody tell me which agency the car with 1000DC could belong? Thanks.

If it is a D.C. government fleet car, on the license plate a smaller D and C will be vertical on the left side and then a number on the right. If it was literally "1000DC" then I don't think it was a D.C. government fleet car.

Just curious as to who you are reporting this to? I don't think the police will do anything unless they saw the illegal activity themselves.
