Southern women are aggressive with dating because that's all they have -- Southern girls are defined by their relationships with men (and by how much money those men have). Any competitive or ambitious ones are steered toward things like beauty pageants, which are a way to socialize those "unladylike" traits into a safe form.
The end result is a lot like the socially ambitious New York women who end up on the Upper East Side or Connecticut who are justifiably afraid their husbands will leave them if they loose their looks (and whose husbands are justifiably afraid their wives will leave them if they loose their money).
Same thing, different accent. Having (or seeming to have) brains isn't really an asset in that millieu.
I think DC women are more like (some) New York career women -- they have other stuff going on, so they're more normal. They don't have much reason to throw themselves at some guy at a bar. And they're more likely to try to carry on a conversation with you, for fun, because they feel like it.
