I prefer keelung can get hot in summer, but winter is cold Golmud and has very low rainfall

Golmud despite winter cold. Keelung is dismally cloudy and humid.

Both are terrible but I think I'll go with Golmud. You can always put on more clothes to keep warm but you cannot control rain, clouds and humidity.
