If we just go by average temps...

Coldest: Rochester, NY 31°F/0°C
Warmest: Ponce, PR 93°F/35°C

Observed temperature----

Coldest: St. Louis, MO -10°F/-23°C (does not include wind chill)
Warmest: St. Louis, MO 100°F/37°C (does not include heat index)

The above doesn't include heat waves.

Rochester, NY is like 8.7°C
Ponce, PR looks like it's around 27°C

Yeah Rochester's annual mean temperature is 48 F.

Hottest: I don't know exactly where the weather station is located, but I was in Puntarenas state in Costa Rica, which (somewhere therein) has an average temperature of 83F / 28C.

Coldest: Probably Tower, MN; average temperature there is 34.6F.

The averages are average highs in January and July, respectively.

Coldest: probably Belgorod, Russia, however, I was there not in winter. Coldest city I have been in winter is my, Kharkiv.
Hottest: Dubai, UAE.
