Summers are too hot here in the west (Nov-Mar). Winters are still rather cool (late May-Aug); 15C-18C is not comfortable, not unless if you're in the sun.

My definition of good weather is mean monthly temperature between 6C (43F) and 21C (70F), with no average lows below 0C (32F) unless average highs are 18C (64F) or above or average highs of 24C (75F) or above unless average lows are below 15C (59F).

Number of good weather months in Minneapolis, Minnesota: 4
Number of good weather months in Philadelphia: 5
Number of good weather months in Houston, Texas: 5

So you aren't going to gain much moving anywhere in the east.

Since my only requirement for good weather is not hot, it's about 11 months a year, 12 on good years.

To the OP, that 5 month idea is probably pretty true. Most places I have lived seem to have a good half year, and a bad half year. When I lived in Sweden, it seemed like about 8 months was harsh, and four wonderful, but if you consider that most true Swedes would love the snowiest midwinter months (at least the month around Christmas) that puts you at 5 good months, more or less.

So, it is all about expectations. If you have 5 good months and 7 tolerable ones, you can carve out a good life.
