I'd go for Medicine Hat for the milder winters and occasional chinook winds.

Would have to go with the warmer Medicine Hat; Harbin is pretty much like Winnipeg -- that's sure one cold climate for it's latitude.

Medicine Hat narrowly - Harbin's slightly higher sunshine isn't enough to compensate for a 1.5C lower mean temp. and higher rainfall. Both too cold of course.

The sunshine hours based on totals, are hardly that much noticeably different, but Harbin having its spread more evenly (and having quite sunny winters) seems to be the thing that jumps out to me.

Medicine Hat; summers are cooler.

Harbin has OK winter temperatures with lengthy snow cover.. Chinook winds would get irritating after a while.. but still Medicine Hat

Harbin has stable temperatures during the winter, so it has the ice festival every year. In Medicine hat, however, I am afraid the occasional warm days will destroy any ice sculpture.

There are ice and snow sculpture events in many Canadian cities though -- the most famous being the Quebec city carnaval.

Medicine Hat for being slightly warmer.

Harbin is probably a much more interesting city, though.

I choose Harbin. Medicine Hat is too dry overall and winters aren't that long.

Medicine hat no question, love that place when I go to alberta and the snows gone and its 10 above while back home its white everywhere.
