Apparently, lake Michigan rarely ices over more than a few kilometers from the coast. Winters like 1976-1977 when it almost completely freezes over are the exception. I think lake Erie is the easiest to freeze, as it's the shallowest.
So some parts of Chicago metro have regular lake-effect snow, mainly NW Indiana (Gary eastwards) due to the predominant W-NW winds. That being said, the city and more so its airports aren't well located to receive much of the lake-induced snow.
Despite the lower sunshine, I pick Kharkiv. Chicago is too hot in the summer (not much better than some cities in South) and its winters are too unstable.
Kharvik - less sunshine and cooler for the most part.
