Not a contest - Rostov-on-Don. Decent winters (even if they're warmer then I like), summers are not as muggy as Sochi and have cooler nights.

Sochi - best climate in Russia. Great skiing nearby as well.

C climate vs D climate. I prefer to Rostov-on-Don to have a real winter, though too short and mild.
