Due to their proximity to the equator, they have near constant temperature year round and they have significantly lower temperatures than the sea level tropics. Altitude does really matter in the tropics.

For reference, coastal tropics have average lows about 24-25c and highs about 30-32c.

Here are the options:

Baguio, the Philippines (1500 m asl) (8 degrees below coastal average)
Bandung, Indonesia (800 m asl) (5 degrees below coastal average)
Quito, Ecuador (2800 m asl) (13 degrees below coastal average)

Despite being on a higher elevation, Bandung doesn't really have a highland climate.

Anyway, I voted for Quito for having lesser rain.

It is not a true highland but it is significantly colder than the coast. I even have to wear sweaters occasionally there, while in the coastal Tangerang it's never too cool. The low is about 4-5 degrees lower than the coast and the high is 3-4 degrees lower.

Baguio looks great, although it's a bit too dry in the dry season.

I went with Bandung. Baguio rains too much. Quito is a nice pleasant climate but a little too cool I think.
