Vancouver, very pleasant, just a shame it's so boring, but the summers of New Orleans would leave me feeling fatigued.

Vancouver for me. Nice temps, sun and still gets a reasonable amount of rain.

New Orleans is okay, but just a bit warmer than I would like.

locals think it's good beach weather. Note few are actually in the water.

Vancouver seems like it has excellent summer weather. The heat and humidity in New Orleans must be pretty awful. It even looks like Vancouver's summer are somewhat sunnier--another plus for me (although all I see are the hours, so Vancouver's percent possible sunshine is probably lower due to its much longer summer days)--so I choose Vancouver.

^^ I don't go swimming without a wetsuit here which I own. In New Orleans I wouldn't have to worry about that so it would be absolutely awesome! Also the swimming season is much much longer in NOLA

Interesting. Maybe the cloud is stopping the water from warming?

Vancouver has a similar summer to here and sea water in a situation like that could be anywhere from 20-30C/68-87F. It's all dependent on sunshine though.
