Shimla would be more comfortable temperature wise for sure, but I would rather have Knoxville's climate. Shimla is too cool during summer, and July and August have more rain than we would get in a year. All that rain along with cool temperatures is just awful.
Frequently, Shimla's climate is a great source of relief for those who seek to escape the extremely hot summers along the Rohilkhand plains. Just 150 km downhill, people regularly experience high temperatures around 40 C (102 F). See the summer temperatures in Chandigarh, located 150 km downhill from Shimla:
Despite having much colder record lows in winter, I pick Knoxville for having much less snowfall, hotter the rest of the year and more sunshine.
