I would imagine in the Northern Hemisphere, it would be more similar to January for most spots and in the Southern Hemisphere, it would be more similar to July.
Why? I would have guessed exactly mid-way. March is part of meterological spring, there's a big warm-up within March. January average is 23.1F, July average is 70.7F. April average 46.4F, less than a degree closer to January.
Probably oceanic climates will be closer to January, continental ones about midway or maybe even July (Northern Hemisphere).
In Detroit, April is highly variable. It literally gave Detroit its greatest one-day snowfall on record, and in another year once the warmest temperature of the whole year.
A mild spring day is actually unusual in April. It's a mixture of cold days and warm days, and temperatures seem to run completely independent of time of day. It usually has many cold days with a few warm ones at the beginning, and a 50/50 mix of warm and cold days toward the end. (i.e. it's like January in Dallas)
The other thing I will say about April in Detroit is that it seems to have slowly changed in my lifetime.
In my teen and young adult years (late 70s and 80s), it was colder than I had remembered in my early childhood. In this century, we've had a string of warm Aprils - until recently.
April lows are 19.1 F / 10.6 C warmer than January, but 22.0 F / 12.2 C cooler than July.
(28.4 F / -2.0 C Jan, 47.5 F / 8.6 C Apr, 69.5 F / 20.8 C July).
April highs are 23.6 F / 13.1 C warmer than January, but 18.8 F / 10.4 C cooler than July.
(46.9 F / 8.3 C Jan, 70.5 F / 21.4 C Apr, 89.3 F / 31.7 C July).
Since highs get more weight, and means in April are slightly closer to July, I'll say July.
