So, for instance if the October average high is 75 degrees you can be pretty sure that the actual temperature will be close to that. In the other location with the same average high, there's an equal chance the high could be 55 or 95 degrees.
Closest to Average: Half moon bay CA trumps most in terms of consistancy to average temperature, san francisco is pretty good as well id say better than san diego...because san diego actually gets affected during heatwaves where as when the bay area is having a heatwave places like half moon bay and san francisco stay quite close to their averages. But Besides coastal CA with oceanic influences...id say Key West, Florida as tropics tend to stay close to their averages.
Farthest from Average: LA and socal can get some winter temps in the 90s in winter i think thats quite a far departure from its average...Even other parts of bay area that arent on immediate coasts can get high departures from averages during summer. but mostly midwest and east coast locations can get far below their averages in winter.
This sounds like a simple matter of standard deviations. Fairbanks, AK averages only slightly above 0F for a high in January yet the monthly record is into the 50's F.

For LA that is 16F-23F being their winter high temps are -70F+, i bet other locations vary much more than that.
as you said I would expect places in midwest to eastcoast to see the largest difference
