Most people usually refer to what normally happens in coastal California, but I'm wondering how June gloom can spread into northern and southern latitudes over there.

Does it sometimes hit such southern places as southernmost point of Lower Mexican California peninsula, or such northern places as Coos Bay or Astoria?

I don't think coastal Oregon would notice June gloom, as it's typically cloudy in June, but still less so than May so any extra gloom effect would be minor.

I don't mean cloudy weather at all, but June gloom phenomena which consist in never-ending coastal fog or low stratus clouds, whereas 20 km away inland it tends to be hot and sunny.

This is a very interesting phenomenon, before coming on this site I did not realise this happened, I thought San Francisco was a very sunny and warm city.. it is interesting how it happens, obviously the ocean is cooler there than similar latitudes at Europe, but not by a very large amount

It sometimes happens from late spring to early summer in both western and southern coast of Iberian peninsula, from Pontevedra to Malaga, but it's doesn't take too much time. In fact, most days in May and June there can't be fit with what people of California say "June gloom".

That's interesting! I did not know that this happened at all! I guess these areas have warm summers unlike northern coastal CA so I didn't think it happened at all

They have warm summers, but sometimes can be foggy within few days in May and June at morning hours there.
Take a look here. It's the same phenomena but being so weak and in a lesser extent too. I guess it's more common in northwestern African coast, though:

There is a rule of thumb that you never see three sunny days in a row on the Oregon Coast. The third day will be foggy. At least if it's foggy it's not raining, or if it's raining it's not foggy. Inland is not usually hot and sunny in June, though it can be. A common refrain from transplants is, "Doesn't it ever stop raining?" Reliably, it will stop raining around the 4th of July and not rain again until September.
