Citrus are in full flower at present -snow wouldn't be good.

My parents grow excellent oranges in a place with very similar temperatures, but with some important differences, 300 more sunshine hours, 6 times more precipitation, 4 degrees closer to the equator, plus the highs in the coldest month average around 13/14ºC instead of 11ºC

I think you could with proper irrigation.

Google street view is now available for Argentina so I had a look around Comodoro Rivadavia and it doesn't look all that citrus friendly to me. The vegetation is similar to the dry parts of the PNW.
