I like lots of weather, but only for a short time. Huge mountains of snow that cause traffic jams everywhere. Then, a month or two after it started getting cold, it gets warm again and the snow starts melting and flowers start blooming everywhere. I like lots of wind and thunderstorms, but only for a few weeks per year. I want it to be boring most of the year, and for most of the weather to be concentrated in relatively short periods. If there is any hot weather, it should only be for a week or two per year. Most of the year, very little of anything. Very little heat, very little cold, very little rain, very little wind. Just focus all that stuff in relatively short periods, to make those short periods more exciting, by how much weather they have.

In other words, I want 75% of the year to be very boring, with practically no weather at all, and the other 25% to have lots of weather. Is there any climate like that anywhere?

Denver is "interesting" for most of the year . OP wants 75% boring.

What is your definition of boring?

South Florida is pretty boring most of the year. Almost the same weather every day with the exception of a cooler period in winter.

Denver's climate is 10% boring 90% interesting. Best climate I've lived in by far. I miss it a lot.
