It's the temperature right now.

The RH seems a bit high for that temperature (the RH doesn't go that high when it's over 38C/100F - it's always under 20%). Is it considered humid heat?

No it's not "humid" in my opinion because it barely produces a heat index. 37C, with an RH of 32% creates a heat index of 38C.

I wouldn't go as far as calling it "dry heat". It's not humid, but it's not desert like either.... From my studies, that's seems typical of extreme heat in most of Europe. Dry heat is 37C with an RH of 20% or less.

Heck no. I was raised in Iowa corn country, and seemed there were always those July and August days when we could proudly proclaim, "99 degrees with 99% humidity!" Now THAT is uncomfortably warm!

Well, I guess that's true. But 32% is drier than humid!

Dew point is only 17.6C, which is moderately humid. Even my climate has managed a higher dew point over the last three days, at between 18 -21C.
