Yes. Bavaria has a bit chilly lows, though the north is ok, and the Northern states have only full overcast oceanic clag. Berlin, Brandenburg and the Saxonys take a lifetime to warm up in later spring.
Well, I'm in America, and here I think the best spring is in Maryland/Virginia/Washington DC Area, from all the magnolias, tulips, azaleas, plum blossoms, dogwoods, cherry blossoms, and wildflowers everywhere. The weather is generally mild and pleasant as well.
Considered Louisiana since the southern part including New Orleans has 70% or higher mean relative humidity in all spring months. However, the rest of the state has too much risk of tornadoes. So in the end...I'll surprise everyone and go with Florida. Just wish dew points were slightly higher, particularly the west coast.
In terms of landscape and foliage I definitely agree with Hawaii4evr. But that area is too erratic for my taste weather-wise. Plus I prefer spring to have rain the least frequently of all seasons, whereas Washington DC is just the opposite.
