Best - Victoria (Downtown)

Edit: Grise Fiord is slightly colder than Resolute but don't have full climate stats and I think the record high in summer is a bit higher than Resolute, so I'll say it's a tie for the worst inhabited place.

For sizeable cities, very predictable choices:

Best: Strasbourg
Worst: Brest

Freiburg is among the warmest places. And Halle is the driest city and has pronounced 4 seasons. (I have bipolar weather preferences).
Zinnwald is the coldest place and Wuppertal a very wet larger city (maybe there are even rainier ones, didn't look it up).

Best: This is Britain! Nowhere has a really good climate! If I had to pick though it would probably be the higher parts of SE England (North Downs, Chilterns) which get the warmer summers of that region but also pick up snow in most winters. Places further north and west just don't have reliable summers, so often warmth confines itself to the SE corner.

Worst: Cornwall. Don't believe the tourist office myths calling it subtropical and sun-drenched. I've been there quite a bit and in my experience, summer or winter it is between 10-15C and drizzling 90% of the time. No brochures say "Scilly: A lower record high than Aberdeen" or "Lands End: Once stayed below 16C all of July" (like it did in 1988). At least you get snow in the Scottish mountains, in Cornwall all it does is rain and drizzle, and howl with wind.

No. Sainté is too warm in winter. Maybe because of the cauldron? And it's a tiny hamlet. Proof: I've never been there, and I'm positive I've visited every French city.

Makes sense. I thought it might be a combination of rainfall and sunshine, as Halle is dry and Freiburg sunny for German standards, whereas Wuppertal is wet and excessively gloomy. Wasn't sure about Zinnwald.

Yes, but it has only 6 days less with snow than Strasbourg. AND its rainier with less precipitation days. AND both have exactly the same number of freezes. OTH you get more sun and heat with less cloud and fog.

Strassburg is not very sunny. Turdku gets as much sun in Feb-Mar and Sep-Oct, though Sep is the only month with more daylight.

Worst: Barrow. International Falls for the lower 48.
Best: Tough to say, I like the south but it can be too humid at times while also having cold snaps. Never been but maybe southern California. Just not sure if I'd like how dry it is.
