In Maryland the December mean is not 32°. Where the number appears to be (around Baltimore), that never happens. What's going on there?
That number isn't around Baltimore. Looks like Central MD directly north of DC (maybe Frederick). Anyways, December 21 is going to be a bit cooler than the average December mean because it's towards the end of the month (coldest part of the month).

Yes, I have never seen it measured as that low, especially for mid-late December. It kinda caught me off guard.
