It might be Frederick, which is high up and might even be in zone 6. I don't know that there is ever a freezing average there though, either.

That number isn't around Baltimore. Looks like Central MD directly north of DC (maybe Frederick). Anyways, December 21 is going to be a bit cooler than the average December mean because it's towards the end of the month (coldest part of the month).

Yes, I have never seen it measured as that low, especially for mid-late December. It kinda caught me off guard.
