They look like the kind of clouds that deliver thunder to me. Might not bring thunder, but they have a good chance and yes with hit or miss downpours. It depends on how much more they build up, those aren't quite there yet. High heat + humidity encourages them to build up faster, you might not get those conditions in the summer much. His clouds don't have anvil tops which is a clear signature. Here's a good example, took this photo of the Long Island Sound. It thunderstormed later in the day:

I'm not getting any rain, as those stay over the mountains and big hills. What we do get is a few drops and overall cloudiness from the anvils in the afternoon and evening.

Not sure how high those congestus clouds are, they're too small to be on the map. When they reach the anvil stage and become noticeable on the map, they're about 40,000 ft high, but that's not what you're asking:

I assume the tops of those in the pics are about 15,000-20,000 ft high, but I don't have much of a clue. Friday there were big congestus/small cumulonimbus with anvils forming, betcha those were in the 25,000-35,000 ft range:





As nei mentioned in a later post, they evolve into cumulonimbus most of the time. No thunder when they're at the stage of those in my photos. Last night there was constant lightning to my northeast from the clouds in the last photo with the sea. Those storms are more or less stationary and don't reach the coast.

Summer. Facing East towards Long Island. You will see which cell it was on radar below. Storms billowing all around me while it was sunny. Felt like I was in a Donut Hole with a ring of storms around me.




To the Northeast towards I-84. Had a downpour before so things feel tropical now. Air temp only 78F with a dewpoint of 68°F



To the North




Here's the radar and Satellite. You can get an idea how far they were from where I was. Notice the clouds all around me. Only ones producing was the one in First and second picture.
