Tough choice, but Atlanta wins this preference battle but with Dallas not too far behind for a second favorite due to the fact that I have family living there.

Wagga for me -the best citrus climate.

Sochi looks good, although it has too many rain days

Dallas definitely. Most on the list average too cool during the winter including Atlanta. The Southern Hemisphere ones, the morning lows are a bit too cool in the summer.

Dallas is just short of being warm to hot year round. Only 3 months the average high is below 65(with only 2 months where the average high is in the 50s, the upper 50s). The rest on the list have 4-6 mos of average highs below 65.

1-2 for having rather comfortable summers.
3-8 have close enough summers so ranked through other means
9-10 for having the most oppressive summers.

1. Sochi (lots of precipitation but at the same time good sunshine totals)
2. Lyon (less precip than Sochi yet also cloudier)
3. Bahia Blanca
4. Wagga Wagga (less moderate than Bahia Blanca)
5. Thessaloniki (bit dry throughout the year)
6. Atlanta (humid summer)
7. Rasht (cloudy)
8. Chengdu (far too cloudy)
9. Shanghai (second hottest and very humid)
10. Dallas (hottest)

Interesting, I'd view Lyon as very much a low-end Cfa, very close to the Cfb border and not that far (~3c or so) from the continental border. It certainly doesn't fit imo with the other options on this list, maybe instead with fringe subtropical climates like NYC, overall much more like a warmer version of Freiburg or Frankfurt than like Dallas!

Needless to say it's my selection on here (A-), although I slightly prefer Grenoble (A/A+) just to the east for being wetter and just a bit more continental overall.

2. Sochi (bit too rainy and mild in winter, but mostly pretty good)-B
3. Rasht (summers are a bit hot but not bad, good precip but a bit gloomy)-B-
4. Atlanta (summers too hot, good precip and nice that winters can get some snow though) B-/C+
5. Thessaloniki ( too dry and hot during the summer, decent seasonality though) B-/C+
6. Wagga Wagga (too dry, but summer has good cool nights, not quite as seasonal however) C+
7. Shanghai (summer is too hot, but a good cool season) C/C-
7. Chengdu (too gloomy, but a fairly moderate temp profile) C/C-
8. Dallas (extreme heat is not for me) D+
