I would go with Stockholm. I think Niagra Falls is more prone to warm spells and rain during the winter.

The answer is obviously Sweden, the NE USA and Canada have high standard deviations during winter so the averages are quite deceiving.

Buffalo averages 75 days of snow on the ground (> 0.5") a year, though it's snowier than Niagara Falls. January and February average about 20 days/month so the snowpack is not continuous for the winter but most of the winter has snow.

I don't know about Niagra Falls but Minneapolis average annual snowfall is 45.3 inches (115.1 cm), with an average of 100 days per year with at least 1 inch (2.5 cm) of snow cover.

I was thinking that since Niagara Falls gets some lake effect snow (not as much as Buffalo though), that might compensate somewhat for the warm spells as it would take longer for the snow to completely melt. I get the impression that while Stockholm's temps are more consistent in the winter, the much lower snowfall totals compared to Niagara Falls would make it easier for the snowpack to disappear during oceanic warm spells.

I don't know but the eastern parts of North America have always seemed really snowy to me.

Stockholm is kinda too dry for tons of snow in the winter, is it not?

It is. Most often there's one heavy snowfall (10 cm in one day) and then it sticks around until a week after or so. Then off we go again. My place is even a bit colder during nights than Stockholm in spite of it being to its south so Stockholm will have it even more difficult to sustain.
Niagara will have even more violent freeze-thaw cycles than here and is less oceanic. Here it can be beneath 0C 24/7 for two weeks on the trot easily and it's not even strange.

The 100 days per year is from the 1961-1990 period though... Quite the difference if you compare the weatherbox in the climate rating thread compared to the 1981-2010 on Wikipedia
