D.C./National: 10 Oct 1895 and 29 Apr 1874
Dulles: 24 Sep 1983 and 22 May 2002
BWI: 4 Oct 1974 and 11 May 1966. Very unrepresentative early season (the 1966 last freeze was exactly 0C, while Philly managed even colder, so I'll excuse that one); corresponding dates for city proper are 16 Oct 1876 and 22 Apr 1875.

Pittsburgh: 19 Sep 1959 and 24 May 1956

Quote:
Typically, Chicago experiences its last freezing temperature around April 20, but according to weather observer Frank Wachowski that date has varied considerably over the 83 years of Midway Airport weather records dating back to 1928. The city's earliest last frost occurred March 27, 1999, when the overnight low at Midway dropped to 30 degrees. Temperatures never dipped as low as 32 degrees again that spring, falling only to 37 degrees April 17 and 19. In contrast, the city's latest last freeze occurred May 13, 1938, with a low of 30. Average last frost dates increase dramatically inland from Lake Michigan, occurring as late as May 20 in the Fox Valley.

In Conroe, about 40-50 minutes north of Houston, Texas

Earliest freeze: October 19th, 1989
Latest freeze: April 20th, 2013(at new airport station with the UHI)

At the old station the latest was April 13th, 1940

There was also a frost on October 29th, 2017 at the new station, and that is very possible since the old station had 33F/0.6C as the low that same day as well.
