I'll start with Yerevan, Armenia. Sunniest month has 343 hours of sunshine and the least sunniest month is very dark at 92 hours. I take it that most places in south-eastern Europe will have such "continental" sunshine hours range.

Bonus question: Let's also name places in the world with the most equally distributed sunshine hours throughout the year. I'll start with Port Elizabeth, South Africa, but I'm sure there are far better examples (probably found in the tropics).

Anywhere in northern Europe is going to have massive differences (including where I live), For example Tromso - sunniest month 221 hours, dullest month absolute zero.
Eastbourne in the UK - sunniest month 253 hours, dullest month 69 hours.
Bordeaux (further South) - sunniest month - 248 hours, dullest 82 hours (see the pattern). The sun's angle makes a huge difference.

Besides those.

But yeah, Vostok Station is insane. 708.8 hours in the sunniest month and 0 hours in the darkest month(s)!

There’s no sunshine data for it, but Avalon, California (which is located on Santa Catalina Island, off of the LA county coast) probably has extreme variation with May and June seeing practically no sun due to the constant marine layer there. On the other hand, the fall months with the Santa Ana winds blowing from inland bring clear conditions most of the time.

Salalah, Oman is the most impressive due to its unusual causation and being located at relatively low latitude: 335 hours in the sunniest month and 42 hours in the least sunny month.

Other locations are usually either at high latitude or have Mediterranean patterns of precipitation.

If you mean actual cities though, Tallinn, Estonia maybe: https://en.wikipedia.org/wiki/Tallinn#Climate

Again, hard to find the data, but this Wet Season has been particularly cloudy, with Jan and Feb both having several weeks of fully overcast conditions.
