I think they probably believe theres a hidden catch in these rebates, after all why would one need to file a tax return to get a refund if you had no reason to file or never filed?

Could it be that our government wants to know who's who and where they live? Another thought is that the government all ready has everyones address on social security or other assistance so why do they need to file a tax return?

Or another thought is has our country been sold to another country and these so called rebates to every man, woman and child are their share of the the sale? after all it is our country!!! or is it???????

It's about doing it ALL on your own...no help wanted...no help needed...owed nothing..

1x1: good observation: How many thousands of WV'ns have given up and work the underground economy...and this effort would give a location and address for them...something that is wanted by HomeLand Security...
In a Socialist government, everyone has a number and a location...think about it...this thing is on the horizion for us...
The ID cards will be asssembled at the High Tech Park in Fairmont...I#R had the contract, but the pres absconded with the money...now its in the hands of L????/M????...32 billion to start...ID card for everyone on the planet..in the 'free' countries..

x1x I think many believe that they don't qualify because they didn't work a job during the year. Funny thing is, these are the people who could make most use of $300 with rapid rising food costs. This payment expires october 15th, so they'll use it or lose it.

Tax bait? I once forgot about an extension for taxes and missed that second deadline. I called them up and asked if it was ok to use the same form. They threatened me with all kinds of crazy stuff for failure to file taxes, but the thing was, they owed me, not the other way around. They sure are stuck on stupid in IRS. Not even qualified to answer a phone anymore. These were also the people who felt it was illegal for any citizen to start an IRA out of the cash in their pocket- I was told there was a penalty and I was in BIG trouble. No such thing about post tax $.

There are many people in West Virginia and elsewhere who are officially unemployed but are working and being paid "under the table". They are not going to apply for a $300.00 stimulus payment for fear of being audited and or discovered. The $300.00 payment would be a fraction of what they would OWE had they filed. Many are bartenders, waitresses etc. who work for $5.00 per hour plus tips and some earn upwards of $50.00 to $100.00 a night in tips depending upon the night of the week and the crowd.

Wow, is this thread an eye-opener.

When I saw the title, I was curious as to what folks would answer, but I didn't guess this. I'd've guessed that it was either due to a lack of information (very rural people not worried about watching the evening news for instance, like myself), or the fact that you've got 50,000 very elderly people who might be in the care of others (due to Alzheimer's, some infirmity or in a nursing home) and their caregivers see the tax return as just another chore that either was prioritized out of the picture or forgotten.

I'm a caregiver, so that was my first thought actually!

And, as an officer in our local caregiver's group, I'm constantly frustrated by this same thing: local caregivers simply won't apply for benefits to which they're entitled. Why not, I'm always asking-- WHY DON'T YOU JUST APPLY?? Some won't apply from pride (won't admit it but you can tell), some from "oh-I'll-never-qualify"ness, or laziness, and sometimes ignorance of what's available.

Doesn't WV have a higher percentage of older folks than average?

Either way---I LIKE your suspected reasons here. I like that independence of spirit, must admit.

'Course, I also like $300.

I'm sure we have 50,000 elderly, veterans, homeless that don't give a d#mn about the government and will never file taxes anyway...for many of those, it would mean a warm place to sleep, hot food and watching Oprah and Judge Judy all day on the cable at the Kennedy Center (minimum security prison here in Morgantown) if they were convicted.

I saw something on the news about this. I was only half-listening, but the jist of it was that the IRS doesn't have a valid address to send them out to. I believe some retirees aren't required to file a return, hence no address on file.

...DK is on the right track- this a great way for the government to get the "strays" into the system and accounted for. The noose is getting tighter by the day.

Everyone wiht a rural box number will have that changed in the future...under the guise of the Emergency Services..

In our area the fire department sells us a locator sign with our code number on it...$35.00 per year donation...wonderful idea and well worth it...

My neice got a notice for her new address and the post office said it would be years for them to implement it into the system...one group says its coming the feds say it will take a long time...

One group is getting some money and the other is not...Let's look at this clearly...Benj. Franklin, the Postal System is on the way out...junque mail only!

As for rounding up strays...the Jeffrey Dalmers will get by the system anyway, they always do. Feds are still digging up bodies at the Manson Ranch...
