I understand that this is a condo but can someone tell me if there is still some type of application/board approval process? Also, is it quiet and safe? Finally, can you walk to Hastings? Thank you.

I can't help you with the first question, but I can the last two: Yes, it is quiet (save the MetroNorth trains) and safe. You can walk to downtown Hastings, no problem, either along Warburton or via the Croton Aqueduct. Depending on how fast you walk, it could be 20-30 minutes' walk.
